Florida's Rate of Growth Ordinance (ROGO) caps new building permits in Monroe County at roughly ten market-rate allocations per quarter county-wide. Marlin Bay is already fully entitled and approved for 84 single-family homes under a Development Agreement recorded with the City of Marathon in February 2024 — entitlement that cannot be replicated at scale today.
